Authorizing the Saint Paul Public Library Agency to accept $3,150,000 from the Department of Housing and Urban Development for the Hayden Heights Library reconstruction project and amending the 2026 SPPL Budget

Whereas, for fiscal year 2026, as part of Community Project Funding, $3,150,000 (“CPF Funding”) has been appropriated to the City of Saint Paul (the “City”) through its Saint Paul Public Library Agency (SPPL) by the United States Department of Housing and Urban Development (“HUD”) for the reconstruction of SPPL’s Hayden Heights Library located at 1456 White Bear Avenue in the City (the “Hayden Heights Capital Project”); and
WHEREAS, the Library Board of SPPL wishes to amend SPPL’s 2026 financing and spending plans to account for the receipt of the CPF Funding;
WHEREAS, the Mayor of the City, pursuant to Section 10.07.1 of the City Charter, certifies that when the CPF Funding is received, there will be available for appropriation to SPPL funds of $3,150,000 more than those estimated in the 2026 budget for the Hayden Heights Capital Project; and now, therefore, be it
RESOLVED, by the Library Board of SPPL, that the Library Board accepts the CPF Funding and when the CPF Funding is received, $3,150,000 in excess of the adopted 2026 budget is available for the Hayden Heights Capital Project as specified in the attached financial analysis.
