Pertaining to Board approval to use Master Contract No. 4747 with Jacobs to provide engineering services to conduct a feasibility study for removing the Low Service Reservoir from service for future structural condition assessments and maintenance.
Body
WHEREAS, on May 14, 2024, the Board of Water Commissioners of the City of Saint Paul approved Master Contract No. 4747 with Jacobs for professional engineering services; and
WHEREAS, Saint Paul Regional Water Services (SPRWS) owns and operates the Low Service Reservoir, which was constructed in 1923 and mostly serves downtown Saint Paul; and
WHEREAS, due to the inherent risks of taking the Low Service Reservoir out of service for maintenance or inspection; the condition of the structure is largely unknown; and
WHEREAS, SPRWS staff will evaluate and plan for the associated risks with taking the Low Service Reservoir out of service to perform future structural condition assessments and maintenance; and
WHEREAS, Jacobs has submitted a proposal dated August 24, 2026 to provide engineering services to conduct a feasibility study for removing the Low Service Reservoir from service and an evaluation of the associated risks for facilitating this work; now, therefore, be it
RESOLVED, that the Board of Water Commissioners of the City of Saint Paul hereby authorizes Jacobs to perform engineering services for the Low Service Reservoir Rehabilitation or Replacement Feasibility Study under Master Contract No. 4747 at a not-to-exceed cost of $84,348; and be it further
RESOLVED, that Saint Paul Regional Water Services staff are hereby authorized to execute any and all documents necessary to implement this authorization in accordance with the approved master contract.
