Authorizing the execution of a joint powers agreement between the Housing and Redevelopment Authority and The Metropolitan Council for the future development of land located near the green line light rail transit central station (District 17, Ward 2).
Body
WHEREAS, Minnesota Statute 471.579, subdivision 10, allows two or more governmental units, by agreement to enter into through action of their governing bodies, to jointly or cooperatively exercise any power common to the contracting parties; and
WHEREAS, the Metropolitan Council wishes to partner with the City of Saint Paul (“The City”) to market and sell land located near the Green Line Light Rail Transit (LRT) Central Station (“Central Station”) for future redevelopment; and
WHEREAS, both the Metropolitan Council and Housing and Redevelopment Authority of the City of Saint Paul (“HRA”) own land near Central Station and recognize the need to work together to prepare and market the land for future redevelopment; and
WHEREAS, the HRA and the City shall contract with the Metropolitan Council per the Joint Powers Agreement which outlines the process and duties related to preparing, advertising and selling the land near Central Station for redevelopment; and
WHEREAS, the Board of Commissioners of the HRA has considered and authorized the HRA to execute of the Joint Powers Agreement.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul as follows:
1. That the City Council hereby authorizes the execution of a Joint Powers Agreement between the City and the Metropolitan Council related to the redevelopment of the land around Central Station in downtown Saint Paul.
2. That the City Council delegates to the HRA, under the direction of the Executive Director of the HRA, to take all actions on behalf of the City necessary to carry out the activities authorized by the Joint Powers Agreement and this Resolution...
