The Council of the City of Saint Paul does Ordain:
Section 1.
Chapter 16 of the Administrative Code entitled "Council Personnel" is hereby amended to read as follows:
Chapter 16. - Council Personnel
Sec. 16.01. - Legislative aide.
(a)
Position established. There is hereby established the position of legislative aide in the unclassified service of the City of Saint Paul. Each member of the city council may, in his or her discretion, appoint two (2) one (1) legislative aides who shall serve at the pleasure of that councilperson.
(b)
Duties. The legislative aide shall perform research, assist council subcommittees and carry out duties and responsibilities as prescribed by the appointing elected official.
Sec. 16.02. - Secretaries Executive Assistant.
Each member of the city council may, in her or his discretion, appoint one secretary executive assistant which appointment shall be in the classified service in accordance with the provisions of the City Charter.
Sec. 16.03. - Council investigation and research center.
(a)
Center created. There is hereby created a council investigation and research center which shall be under the supervision and control of the city council.
(b)
Council investigation and research center director Appointment. The council shall appoint an investigation and research center director who shall be in the unclassified service of the city. The director shall be appointed by the city council to serve a term of five (5) years and until a successor is appointed and qualifies. During the first six (6) months of a term the director may be removed by the council upon written notice but shall not thereafter be discharged except in the manner and for the grounds provided by the civil service rules for employees in the classified service.
