Title

Authorizing the Office of Financial Services to apply for and accept the Minnesota Pollution Control Agency grant.

 

Body

WHEREAS, the Saint Paul City Council and Mayor Melvin Carter are dedicated to making Saint Paul one of the most sustainable cities in the United States, and to protecting our city’s air, water, and urban landscape; and

 

WHEREAS, every day, employees and citizens around the state breathe air pollution that contains Volatile Organic Compounds (VOCs). VOCs also react with other pollutants to form ground-level ozone; and

 

WHEREAS, while Minnesota currently meets all ground-level ozone standards, it has the unique opportunity to stay ahead of the curve and voluntarily lower emissions from everyday sources; and,

 

WHEREAS, the City has been notified that it has been recommended for $4,537 of funding from the Minnesota Pollution Control Agency (MPCA) or 50% of the costs to retrofit two underground Gasoline storage tanks (UST’s) with Stage 1 Vapor Recovery systems; funding that will reduce VOCs and other air pollution in a highly urbanized area; and,

 

WHEREAS, By replacing this equipment there will be a significant decrease of VOC’s emitted which will result in a reduction of 1,199 lbs VOC’s and 256 HAP’s per year and will improve air quality and help protect human health.

 

NOW THEREFORE BE IT RESOLVED, that the Saint Paul City Council authorizes the appropriate city officials to apply for and enter into the grant agreement with the Minnesota Pollution Control Agency to accept these funds.
