Authorizing the Police Department to apply for a Crisis Intervention and Behavioral Health Grant from the Minnesota Department of Public Safety - Office of Justice Programs.

Body

 

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and

 

WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and

 

WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and

 

WHEREAS, the Police Department would like to apply for a Crisis Intervention and Behavioral Health Grant from the Minnesota Department of Public Safety - Office of Justice Programs to pay for a partner organization to provide a social worker to work with the SPPD’s Behavioral Health Unit on cases involving individuals with mental health challenges, as well as related expenses such as training and overtime; and

 

WHEREAS, the grant amount would be up to $250,000 with a grant term of 11/1/2026-9/30/2028 and the original source for this funding is a federal Byrne State Crisis Intervention Program (SCIP) grant that was awarded to MN DPS; and

 

WHEREAS, there is no required match of these funds by the City; and

 

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; now, therefore, be it

 

RESOLVED, that the Saint Paul City Council authorize the Police Department to apply for the Crisis Intervention and Behavioral Health Grant.
