Title

Authorizing the acceptance of $50,000 from the Minnesota Pollution Control Agency’s Local Climate Action Implementation Grant Program, which will be matched with $25,000 in City funds, for energy efficiency upgrades at the Solid Waste & Recycling Facility; and authorizing the execution of a grant agreement (which includes an indemnification clause).

Body

WHEREAS, the City of Saint Paul’s Climate Action and Resilience Plan established the goal of achieving carbon neutrality in municipal operations; and

 

WHEREAS, a decarbonization plan was developed for the Solid Waste & Recycling Facility during 2025 that recommended upgrading the water heater and pressure washer systems with electric options to improve energy efficiency and reduce facility emissions in alignment with City climate goals; and

 

WHEREAS, the City applied for and received a Minnesota Pollution Control Agency (MPCA) Local Climate Action Implementation Grant in the amount of $50,000 for energy efficiency improvements at the Solid Waste & Recycling Facility; and

 

WHEREAS, the City Council previously approved the submission of the grant application in RES 26-823; and

 

WHEREAS, the grant match of $25,000 is provided by the Solid Waste & Recycling 2026 operating budget; and

 

WHEREAS, the grant agreement includes an indemnification clause in favor of MPCA, and City staff, in consultation with the City Attorney’s Office, believe the City should enter into this agreement despite the presence of an indemnification clause; and

 

WHEREAS, by this Resolution, the Council authorizes the acceptance of the Local Climate Action Implementation Grant, and authorizes execution of a grant agreement MPCA; now, therefore, be it

 

RESOLVED, that the Saint Paul City Council authorizes the Department of Public Works to accept a grant and execute a grant agreement for $50,000 for the MPCA Local Climate Action Implementation Grant Program.
