Authorizing the Department of Parks and Recreation to amend the financing and spending plan, in the amount of $72,000, and to enter into an agreement with the Minnesota Department of Commerce to accept Solar on Public Buildings grant program funds for solar installation at Frogtown Community Center.

WHEREAS, the City of Saint Paul’s Climate Action and Resilience Plan adopted in December 2019 established the goal of achieving carbon neutrality in municipal operations by 2030 and included a key action of increasing installations of renewable energy at City buildings; and

WHEREAS, the Minnesota Legislature established the Solar on Public Buildings grant program in 2023 to provide grants to stimulate the installation of solar energy systems on public buildings; and

WHEREAS, the City of Saint Paul’s Department of Parks and Recreation (“Department”) and Department of Financial Services applied for, as authorized by RES 25-1395, and has been granted, a Minnesota Department of Commerce Solar on Public Buildings grant for $72,000 for solar installation at Frogtown Community Center; and

WHEREAS, said grant funding will be utilized in addition to existing project funds to fully fund the approximately $123,034 total project cost; and

WHEREAS, the Department wishes to enter into an agreement to accept said grant funds and amend the financing and spending plan for said grant; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $72,000 in excess of those estimated in the 2026 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the Saint Paul City Council, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $72,000 is available for appropriation in the 2026 Capital Improvement Budget, and said 2026 budget, as heretofore adopted by the Council, is hereby amended as attached...
