Accepting the gift of travel and lodging from the Twin Cities Jazz Festival for Mayor Coleman and Joe Spencer to attend the French Quarter Jazz Festival in New Orleans, Louisiana, from April 8 to11, 2016.

WHEREAS, the French Quarter Jazz Festival, a free, non-profit, community-run jazz festival in New Orleans, Louisiana, will be held from April 8-11, 2016; and
WHEREAS, the Twin Cities Jazz Festival has invited Mayor Christopher Coleman and Joe Spencer, Director of Arts and Culture, to attend the festival and meet with festival organizers and New Orleans City officials; and
WHEREAS, the Twin Cities Jazz Festival has offered to pay for the airfare, transportation and meal costs (not including costs of liquor) for Mayor Coleman and Joe Spencer and Tom Lennard (a friend of the Twin Cities Jazz Festival Board) has offered to provide lodging for them; and
WHEREAS, the French Quarter Jazz Festival is the largest free music festival in the nation and is a very applicable model for the Twin Cities Jazz Festival held in Saint Paul every year; and
WHEREAS, by attending the French Quarter Jazz Festival and meeting with festival organizers and New Orleans City officials, Mayor Coleman and Joe Spencer can learn methods for improving the Twin Cities Jazz Festival and expanding its reach and popularity to attract even more visitors to the city, thereby serving a public purpose; now, therefore, be it
RESOLVED, that the City Council hereby
1. Accepts the donation of airfare, lodging, ground transportation and meals (not including the cost of liquor) in the amount of $3,400,
2. Appropriates the gift to the use of Mayor Coleman and Joe Spencer to attend the French Quarter Jazz Festival in New Orleans from April 8-11, 2016,
3. Finds that the use of the gift by Mayor Coleman and Joe Spencer serves the public purpose of promoting the City of Saint Paul and
