Authorizing the City on behalf of the Police Department (“SPPD”) to accept a grant from the U.S. Department of Justice, Bureau of Justice Assistance (BJA), Edward Byrne Memorial Justice Assistance Grant (JAG) 2023 program.

WHEREAS, the City of Saint Paul, Police Department has been awarded a 2023 Edward Byrne Memorial Justice Assistance Grant (JAG); and
WHEREAS, the department was awarded $279,918 for the grant term through September 30, 2026; and
WHEREAS, this grant will be used to cover costs of overtime for SPPD personnel for community engagement and efforts to reduce serious (Part I) crimes; and
WHEREAS, a portion of this grant is budgeted for the Office of Neighborhood Safety (ONS) to deploy violence interrupters; and
WHEREAS, there is no matching fund requirement with this award; and
WHEREAS, the City of Saint Paul, serving as the fiscal agent for this award, will share the grant funds with one disparate jurisdiction, Ramsey County, and the jurisdiction’s allocation will be used for activities and projects that will provide meaningful and measureable outcomes consistent with the goals of the grant; and
WHEREAS, the City of Saint Paul will be entering into an Interlocal Agreement with Ramsey County for the purposes of the sub-granting of these funds; and
THEREFORE BE IT RESOLVED, that council accepts this grant and authorizes the City of Saint Paul to enter into, and Assistant Chief Jack Serier to implement the attached agreement with the U.S. Department of Justice; and the Interlocal Agreement with Ramsey County as substantially set forth in the attached documents.
