Authorizing the Department of Planning and Economic Development to Apply to the Ramsey County Critical Corridors Program to Test Recommendations from the Downtown Streets and Sidewalks Plan Along 5th Street.
Body
WHEREAS the City of Saint Paul’s downtown is a newly eligible geography for the Ramsey County Critical Corridor’s Initiative and is therefore eligible to apply for funds; and

WHEREAS the City has identified the proposed 5th Street Pilot Project meets the Ramsey County Critical Corridor Initiative’s program goals of creating more compact, walkable environments; enhancing pedestrian access and safety I connection with redevelopment; and supporting vibrant business districts; and

WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project and grant administration; and

WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract grant agreements; and

WHEREAS the City of Saint Paul has no available general funds to invest in the proposed pilot traffic and sidewalk tests; now, therefore, be it

RESOLVED, after appropriate examination and due consideration, the Saint Paul City Council hereby

1. Finds that the proposed 5th Street Pilot Project is in the best interest of the City’s development goals and priorities; and

2. Finds that the 5th Street Pilot Project for which the Ramsey County Critical Corridor Initiative funding is sought will not occur solely through private or other public investment with the reasonably foreseeable future; and

3. Represents that the City has undertake reasonable and good faith efforts to procure funding for the 5th Street Pilot Project but was not able to find or secure from other sources sufficient funding for the completion of the project; and

4. Authorizes its Director of Planning and Economic Development to submit an applicati...
