Title

Authorize and accept temporary and permanent easements from property owners for the renovation of Osborn Plaza.

Body

WHEREAS, Osborn Plaza, previously known as both Ecolab Plaza and Capital Centre Plaza, is an urban city owned park in the heart of Downtown Saint Paul since 1979; and

 

WHEREAS, changes to surrounding land use and active deterioration of the existing park facilities have sparked the need for improvements to this space; and

 

WHEREAS, the City of Saint Paul (“City”) is renovating existing Osborn Plaza in Downtown Saint Paul; and

 

WHEREAS, acquisition of temporary and permanent property rights is required from neighboring property owners for access, staging, construction, restoration, maintenance and repair in conjunction with the improvements of Osborn Plaza located at 376 Wabasha Street North, Saint Paul, Minnesota, 55102; and

 

WHEREAS, the City is authorized to enter into easement agreements and accept temporary and permanent easement rights; and

 

WHEREAS, the Real Estate Manager has recommended the acquisition at no cost of said easements as provided in Exhibits A, B and C; now, therefore be it

 

RESOLVED, that the Mayor and Council of the City of Saint Paul do hereby authorize and accept said easements for the renovation of Osborn Plaza
