Authorizing the City of Saint Paul to seek funds from the Minnesota Pollution Control Agency from the Environmental Assistance Grant Program

WHEREAS, the City of Saint Paul (the City) is committed to making Saint Paul one of the most sustainable cities in the United States and is interested in providing recycling and composting opportunities to users of its facilities; and
WHEREAS, the City is seeking approval to apply for a $50,000 grant from the Minnesota Pollution Control Agency (MPCA), under the FY 2011 Environmental Assistance Grant Program, to work with the Science Museum of Minnesota; and
WHEREAS, the City, the Science Museum of MN and other partners want to develop a comprehensive recycling and composting program, Project No Waste, to recycle or compost 75% of all waste at the Science Museum's facility and to be model for other venues; and
WHEREAS, the Science Museum of MN has approximately 800,000 visitors annually, and would provide the required match for the grant; and
WHEREAS, if the MPCA funding is awarded, the City is committed to working with project partners to implement the proposed project as described in the grant application; and
WHEREAS, the MPCA requires that the City enter into a grant agreement with the MPCA that identifies the terms and conditions of the funding award; now, therefore, be it
RESOLVED, that the City may apply for this Minnesota Pollution Control Agency grant; and be it
FURTHER RESOLVED, that upon notification of approval of the Environmental Assistance grant by the Minnesota Pollution Control Agency (MPCA), the City Council of the City of Saint Paul authorizes Mayor Chris Coleman, Chief Executive Officer of the City of Saint Paul, to enter into and sign a grant agreement with the MPCA to carry out the project specified therein and to comply with all of the terms, conditions, matching provisions of the grant agreement.
