Purpose of Appeal: I have requested the St. Paul Regional Water Services relevant departments of my vacant property status and asked the water meter to be removed. This request was made over a course of two years, at different times but never materialized/executed.

WHEREAS, in the matter of Appeal of Ibrahim Elemo to Water Service Bills at 95 Litchfield Street, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer stated in the August 7, 2020 letter to the property owner that the recommendation was that the Water Board 1) forgive the unpaid water bill dated March 24 and June 24, 2020 if the owner removed the water meter by August 31, 2020; and 2) not refund bills paid by the owner from 2017 through 2019; and
WHEREAS, the Legislative Hearing Officer found that no arrangements were made to remove the water meter as of September 2, 2020 and, therefore; the recommendation is that the Saint Paul Regional Water Services Board deny the appeal for reduction, elimination and refund of water bills for 95 Litchfield Street; Now, Therefore, Be It
RESOLVED, that the Saint Paul Regional Water Services Board hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
