Amending the budget in the Department of Emergency Management by establishing Financing and Spending plans for state and federal reimbursement received in the amount of $484,558.00 for the Spring 2010 flood budget.

WHEREAS, on March 15, 2010 the Mayor declared, and the City Council ratified and extended a state of emergency due to rising water levels and forecasted major flooding; and
WHEREAS, City departments initiated emergency measures and protective actions in response to the flood; and
WHEREAS, those departments documented all costs related to flood response and recovery; and
WHEREAS, the City of St. Paul, through the Department of Emergency Management requested reimbursement from both State and Federal sources; and
WHEREAS, the City of St. Paul was awarded $121,140 in State reimbursement and $363,418 in Federal reimbursement for Debris Removal (Category A), and Emergency Protective Measures (Category B) expenses; and
WHEREAS, subsequent payments are anticipated from the State and Federal governments for expenses in the Roads and Bridges (Category C), Utilities (Category F), and Parks and Recreational Facilities (Category G) categories; and
WHEREAS, a financing budget must be established to receipt reimbursement funding, and a spending budget must be established to reimburse the impacted departments; and
WHEREAS, the Mayor, in accordance with Section 10.07.1 of the City Charter, does certify that there are available for appropriation, funds of $484,558 in excess of those estimated in the 2010 Budget;
NOW THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul, upon recommendation of the Mayor, approves these changes to the 2010 budget, as heretofore adopted and amended by this Council, be hereby further amended per the attached fiscal analysis.
