Title
Amending the financing and spending plans in the Department of Public Works Capital and Operating Budgets for the 2020 Sidewalk Reconstruction, Bikeway Improvements, and the Bicycle, Pedestrian, and Traffic Safety Programs.

Body
WHEREAS, the Department of Public Works plans to reconstruct sidewalks as part of the Downtown Street and Sidewalk Improvements Program; and

WHEREAS, sidewalk maintenance n in the downtown area is 100% assessed to abutting property owners; and

WHEREAS, the Department of Public Works recommends adding $900,000 of assessment financing to the 2020 Sidewalk Reconstruction Program; and

WHEREAS, the 2020 budget includes $1,300,000 for pedestrian improvements to be completed in coordination with the Downtown and Citywide Mill and Overlay Program; and

WHEREAS, the $1,300,000 was added to the street maintenance fund and needs to be transferred to the 2020 Sidewalk Reconstruction Program; and

WHEREAS, the 2020 budget includes $295,590 for the 2020 Bikeway Improvements Program; and

WHEREAS, the $295,590 was added to the general fund and needs to be transferred to the 2020 Bikeway Improvements Program; and

WHEREAS, the 2020 budget included $350,000 of STAR funding and $80,000 from the general fund for pedestrian safety improvements; and

WHEREAS, there is a need to add $350,000 of STAR funding and to transfer $80,000 from the general fund to the 2020 Bicycle, Pedestrian and Traffic Safety Program; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there is available for appropriation funds of $1,250,000; and

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there is available for transfer of appropriation funds of $1,675,590; now

THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $1,...
