Appeal of John Starr to a Vacant Building Registration Notice at 568 SMITH AVENUE SOUTH.
Date/Time of 1st LH: Tuesday, October 25, 2022, teleconference between 1:00 p.m. and 3:00 p.m.
Purpose of Appeal: Did not do repairs in time. I was completely defeated mentally. Every time I went there, more stuff was damaged and/or broken. Tenants were not paying and on drugs using my house as a drug flophouse. Tenant's mom had cancer and died and daughter stayed and brought her drugs and friends. They left me with a $836 water bill and almost every window/screen broken.

WHEREAS, in the matter of Appeal of John Starr to a Vacant Building Registration Notice at 568 SMITH AVENUE SOUTH, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council waive the vacant building fee to December 22, 2022 in which time the Fire Certificate of Occupancy must be reinstated or the building remains in the Registered Vacant Building Program; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
