Authorizing the Police Department to enter into a Fiscal Sponsor Agreement with Survivor Resources to act as the fiscal agent for the 2027 Crime Victim Services grant from the Minnesota Department of Public Safety.
Body
WHEREAS, the City from time to time acts as a fiscal agent for non-profits who have requested this service in order to apply for grant programs would benefit city services; and
WHEREAS, Survivor Resources offers crisis response, grief support and other services for families of victims of death due to homicide, suicide, accidental death or overdose and has been serving Saint Paul families since 1995; and
WHEREAS, the Saint Paul Police Department has been an integral partner with Survivor Resources since 1995; and
WHEREAS, due to the Internal Revenue Service delays issuing the non-profit status renewal for Survivor Resources, the State of Minnesota is requiring a fiscal agent for Survivor Resources for its next cycle 2027 Crime Victim Services grant which has a term of January 1, 2027 to December 31, 2027; and
WHEREAS, Survivor Resources has requested to enter into a Fiscal Sponsor Agreement with the Saint Paul Police Department; and
WHEREAS, the Saint Paul Police Department will provide fiscal over site of the grant including review and submission of financial reports acting as the pass-through agency for the grant with a 5% administrative fee to provide these services; and
THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor approves entering into the Fiscal Sponsorship Agreement with Survivor Resources.
