Authorizing the Department of Parks and Recreation to enter into a management agreement with O’Reilly Custom 3, LLC, for the Como Lakeside Pavilion.
Body
WHEREAS, the Department of Parks and Recreation is in need of a management partner to provide entertainment, food, beverage and recreation opportunities at the Como Lakeside Pavilion; and
WHEREAS, a Request for Proposals was issued after the Department sought community input into what amenities were important to the community; and
WHEREAS, O’Reilly Custom 3, LLC submitted a proposal dated December 17, 2017, and the City negotiated a proposed Management Agreement with Spring Café, a copy of which is attached; and
WHEREAS, the Management Agreement requires guaranteed minimum commission payments, investment in the facility, and a focus on community outreach and engagement at the facility, and contains performance metrics which the Manager must meet before the City agrees to a renewal term as well as termination provisions in the event that Manager does not meet the Agreement requirements; and
WHEREAS, the Saint Paul Parks and Recreation held a public hearing and has submitted a resolution recommending approval of the Management Agreement; and
WHEREAS, the Saint Paul City Council has reviewed the proposed Management Agreement and finds that the public will benefit from the services to be performed under the Agreement and that the City will benefit from the guaranteed revenues and day to day operations of the Pavilion being managed by a partner; now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby authorizes the appropriate City officials to enter into the attached Management Agreement.
