Authorizing the Department of Public Works to apply for federal funding from the Highway Safety Improvement Program administered by the Metropolitan Council, which has a match requirement, to support safety improvements on TH51 (Snelling Avenue).
Body
WHEREAS, the Department of Public Works would like to apply to the Highway Safety Improvement Program from the U.S. Department of Transportation, apportioned to the Minnesota Department of Transportation and administered by the Metropolitan Council, which funds cost-effective construction safety projects to reduce and prevent fatal and serious injury crashes on public roads; and
WHEREAS, the Department of Public Works has identified a need for safety improvements on TH51 (Snelling Avenue), including signal reconstruction at Highland, Randolph, Jefferson, and Selby and a rectangular rapid flashing beacon (RRFB) installation at Dayton Avenue; and
WHEREAS, the grant amount would be $2,000,000 with a grant term of 2030-2031 and the funding source for this grant is federal pass-through; and
WHEREAS, the grant requires a minimum of 10% in matching funds, and the source for these funds is Municipal State Aid (MSA) funds; and
WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it
RESOLVED, that the Saint Paul City Council authorizes the department of Public Works to apply for federal funding from the Highway State Improvement Program through the Metropolitan Council.
