Approving the application for change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, and Entertainment (A) licenses (License ID #DSIBLLIQ-001912-2026) now held by Mexico 32 Cocina Limited Liability Company d/b/a Mexico 32 Cocina for the premises located at 883 Payne Ave.

WHEREAS, Mexico 32 Cocina Limited Liability Company d/b/a Mexico 32 Cocina (“Licensee”) applied for a change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, and Entertainment (A) licenses (License ID #DSIBLLIQ-001912-2026) for the premises located at 883 Payne Ave.; and
WHEREAS, On July 31, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of August 15, 2026; and
WHEREAS, On August 25, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the application for change of ownership; now, therefore, be it
RESOLVED, That the change of ownership application for the Liquor On Sale, Liquor On Sale - Sunday, and Entertainment (A) licenses (License ID #DSIBLLIQ-001912-2026) is hereby approved and the licenses issued to Mexico 32 Cocina Limited Liability Company d/b/a Mexico 32 Cocina for the premises located at 883 Payne Ave. with the following license conditions:
1. Licensee agrees to operate the establishment in compliance with Section 409.02 of the City of Saint Paul Legislative Code as a “Restaurant.”
2. Licensee agrees to close the establishment at 12:00 a.m. midnight. No patron/customers may remain or loiter in the parking lot of an on-sale licensee after the lawful closing hour. As per Section 409.02 and 409.08 of the City of Saint Paul Legislative Code.
