Authorizing the City to accept $6,800,061 in HOME-ARP funds from the United States Department of Housing and Urban Development and amending the 2026 budget to incorporate these funds into the federal grant budget.
Body
WHEREAS, by Resolution 21-490, the Council approved the 2021-22 HUD Annual Action Plan (“Consolidated Plan”) and authorized the proper City officials to execute grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2021 Programs; and
WHEREAS, Congress passed the American Rescue Plan Act on March 10, 2021, to fund recovery efforts from the COVID-19 Pandemic; and
WHEREAS, HUD was authorized by the American Rescue Plan Act to distribute $5 billion dollars in HOME-American Rescue Plan (HOME-ARP) funds to benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations; and
WHEREAS, the grant agreement entered into by and between HUD and the City awards the City $6,800,061 in HOME-ARP grant funds to address homeless assistance needs by creating affordable housing; and
WHEREAS, the City amended its HOME-ARP Allocation Plan budget in the Consolidated Plan to allocate 85% of said funds to the development of affordable rental housing and 15% to administration and planning.
WHEREAS, pursuant to City Charter § 10.07.1, the Mayor certifies that there are funds in the amount of $6,800,061 available for appropriation in excess of those estimated in the budget; and NOW, THEREFORE,
BE IT RESOLVED by the City Council of the City of Saint Paul, Minnesota as follows:
1. Upon recommendation of the Mayor that $6,800,061 in HOME-ARP will be available for appropriation in the 2026 federal grants budget, as specified in the attached financial analysis.
