Accepting grant funds, authorizing execution of a grant agreement (with indemnity obligations), and amending the operating budget for City sponsorship of a Metropolitan Council Grant award for the benefit of Torre de San Miguel located at 58 E. Wood Street. (District 3, Ward 2).

WHEREAS, in RES 26-310, the Saint Paul City Council (“Counsil”) resolved that the City of Saint Paul (“City”) may act as a legal sponsor in connection with a Tax Base Revitalization Account (“TBRA”) Grant application for the benefit of housing developer CB Torre Housing Limited Partnership, a Minnesota corporation, in relation with their work at Torre De San Miguel. In adopting said resolution, Council authorized an application to the Metropolitan Council related to the Torre de San Miguel Contamination Cleanup project located at 58 E. Wood Street (“Application”); and
WHEREAS, the Metropolitan Council accepted the Application and awarded the City a $400,500 TBRA Site Contamination Cleanup grant for the benefit of the Torre de San Miguel asbestos remediation project (“Grant Funds”); and
WHEREAS, the Metropolitan Council TBRA Grant contract (“Grant Agreement”) requires the City to indemnify the Metropolitan Council; and
WHEREAS, by this Resolution, the Council authorizes acceptance of the TBRA Grant, amends the 2026 budget, and authorizes execution of the Grant Agreement with the Metropolitan Council; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Saint Paul City Charter, does certify that there are $400,500 worth of funds available for appropriation in excess of those estimated in the operating budget; now, therefore, be it
RESOLVED by the City Council of the City of Saint Paul that:
