WHEREAS, Frank White’s deep connection to Saint Paul is exemplified by his upbringing in the historic Rondo neighborhood’s Cornmeal Valley, where he nurtured a passion for sports and community engagement at the Ober Boys Club; and

WHEREAS, Frank White is widely celebrated as a coach, mentor, and advocate for youth leadership development, inspiring generations of young people to excel not only in sports but also in character, community service, and lifelong learning;

WHEREAS, Frank White played a crucial role in revitalizing baseball in urban communities through his collaboration with the Minnesota Twins, launching initiatives that not only promoted the sport but also reinforced the values of integrity, teamwork, and sportsmanship; and

WHEREAS, in partnership with the Minnesota Twins, he authored They Played for the Love of the Game, a seminal work chronicling the history and enduring legacy of African American baseball players who paved the way for future generations; and

WHEREAS, Frank White authored and produced a comprehensive brochure detailing the historical landmarks, commemorative street names, public libraries, parks, community recreation centers, and water towers that honor African American history in Saint Paul-many of which are concentrated in Ward 1’s Rondo neighborhood, a key settlement area for Black families during the Great Migration; and

WHEREAS, Frank White was instrumental in the historically accurate renaming and rededication of Rondo Avenue, working tirelessly to honor the cultural significance of this landmark and ensure that its legacy remains deeply rooted in the community; and
