Approving an amendment to the Community Development Block Grant-CV (“CDBG-CV”) spending plan for the Public Safety Annex demolition.
Body
WHEREAS, by Resolution 20-278, the City accepted the CDBG-CV CARES Act grant and amended the City budget to increase the federal grant budget by $6,061,828; and
WHEREAS, by Resolution 21-166, the City amended the CDBG-CV spending plan to allocate funds to specific accounts for COVID related activities; and
WHEREAS, the City has excess CDBG-CV Admin funds previously allocated in the spending plan available to reallocate to a qualifying project; and
WHEREAS, the City has determined that creating open space in a dense urban area meets the CDBG-CV requirements of preparing for, preventing, or responding to coronavirus (PPR tieback); and
WHEREAS, the City has amended its Consolidated Plan to add a public facility project at 100 E 10th St and has received no comments during the public comment period; and
WHEREAS, the City has determined it is appropriate to demolish the Public Safety Annex located at 100 East 10th Street; and
WHEREAS, a State Historic Preservation Office review has occurred and determined that the demolition of the Public Safety Annex will have no adverse impacts; and
WHEREAS, City staff is in the process of obtaining construction easements necessary to demolish the Public Safety Annex; and
WHEREAS, the City is in the process of amending its 2022 federal grant budget to address an excess amount of CDBG program income received; and
WHEREAS, staff is requesting the City Council amend the CDBG-CV Spending Plan by providing $500,000 to support the demolition of the Public Safety Annex; now, therefore, be it
RESOLVED by the City Council of the City of Saint Paul:
1. that the CDBG-CV Spending Plan is hereby amended to provide $500,000 for the demolition of the Public Safety Annex.
