Authorizing the Department of Public Works to apply for the Bridge Investment Program – Bridge Project Grant from the United States Department of Transportation to replace the Eastbound Kellogg RiverCentre Bridge No. 90378.

WHEREAS, the Department of Public Works would like to apply to the Bridge Investment Program – Bridge Project Grant from the United States Department of Transportation (US DOT), which provides financial assistance to replace, rehabilitate, preserve, or protect bridges on the National Bridge Inventory; and

WHEREAS, the structurally deficient, 90-year-old Eastbound Kellogg RiverCentre Bridge No. 90378 is in poor condition, does not meet current geometric standards, and does not meet traffic requirements typical of the transportation network on Kellogg Boulevard; and

WHEREAS, the Eastbound Kellogg RiverCentre Bridge is load posted and unable to carry legal loads, restricting freight movement along a truck route connecting downtown Saint Paul to the regional transportation network; and

WHEREAS, grant funding will support replacement of Eastbound Kellogg RiverCentre Bridge, providing substantial safety improvements for pedestrians, cyclists, and vehicular traffic; and

WHEREAS, replacement of Eastbound Kellogg RiverCentre Bridge will restore Kellogg Boulevard as a reliable truck route unimpeded by load restrictions, supporting the economic vitality of the region; and

WHEREAS, replacement of Eastbound Kellogg RiverCentre Bridge will also enhance multi-modal transportation options with a dedicated shared-used trail and creating a welcoming, well-lit, and safe streetscape; and

WHEREAS, the grant amount would be up to $54,472,147 and the funding source for this grant is federal; and

WHEREAS, the grant requires 20% in non-federal matching funds, and the source for these funds is Municipal State Aid, Tax Increment Financing, and Local Sales Tax; and
