Approving the use of a Project Labor Agreement for the McMurray Fields project.
Body
WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and
WHEREAS, the Department of Parks and Recreation (Department) is undertaking the following project with a construction budget totaling over $250,000:
McMurray Fields Stormwater and Park Improvements - construction of stormwater conveyance pipes, underground storage, pumphouse, controllers, treatment system, irrigation system, surface infiltration areas, below-ground infiltration for water quality improvements. Project also includes park improvements which include construction of artificial turf field, parking lot expansion, infrastructure for municipal water backup for irrigation, bathroom/concessions building, outdoor picnic area, recreational paths, lighting, bleachers/seating, and other amenities specific to park use. Estimated Start Date: September 2026 (10-12 months); and
WHEREAS, the Department sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on April 22, 2026 with one response received; and
WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the McMurray Fields Stormwater and Park Improvements project listing the dollar amount, duration of project, and multiple crafts involved as the reasons they recommend a PLA for this project; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the McMurray Fields Stormwater and Park Improvements project, which will in turn ensure timely completion of the project without work stoppage or interruption; and
