Amending the 2015 budget in the amount of $6,000,000 to accept a grant from the State of Minnesota for the construction of the Dorothy Day Center, and approving and authorizing execution of State Grant Agreement, Ground Lease, Lease/Use Agreement and related documents. (Ward 2, District 17)
Body
WHEREAS, by Minnesota Laws 2014, chapter 294, article 1, section 18, subdivision 9, the Minnesota Legislature approved a $6,000,000 grant for the construction of the Dorothy Day Center in downtown Saint Paul to be used as an emergency shelter for homeless individuals (the “Project”); and
WHEREAS, City of Saint Paul staff have negotiated the terms and conditions of a Ground Lease with Dorothy Day LLC, a Lease/Use Agreement with Dorothy Day Shelter, and other related documents (collectively the “Lease Documents”), and a General Obligation Bond Proceeds Grant Agreement-End Grant and other related documents with the Department of Human Services of the State of Minnesota (collectively the “State Grant Documents”); and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, certifies that $6,000,000 is available for appropriation in excess of the amounts estimated in the 2015 budget, and recommends the changes to the 2015 budget identified on Attachment A; and
WHEREAS, a public hearing on this resolution was held before the Saint Paul City Council on July 15, 2015, and the City Council finds a public purpose for the actions taken in this resolution,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Saint Paul that the City hereby accepts the $6,000,000 grant from the State of Minnesota; approves the Project, including the use and operation of the Dorothy Day Center as contemplated by the Lease Documents and the State Grant Documents, to provide emergency shelter for homeless individuals; and approves the Lease Documents and the State Construction Grant Documents in substantially the form submitted, with such a...
