Expanding Residential Permit Parking Area 3 to include Chatsworth Street North between Summit and Portland Avenues.

WHEREAS, residential permit parking was previously instituted on behalf of the residents residing in the William Mitchell College of Law area in accordance with Chapter 166 of the Saint Paul Legislative Code; and
WHEREAS, the Council of the City of Saint Paul previously found that this residential area did not have sufficient off-street parking to accommodate the parking needs of both the residents, and the non-residents using non-residential facilities which lack sufficient off-street parking; and
WHEREAS, parking is currently allowed on both sides of Chatsworth Street North between Summit Avenue and Portland Avenue without any parking restrictions; and
WHEREAS, the property owners on Chatsworth Street North between Summit and Portland Avenues desire to change the unrestricted parking on their block to coincide with the restrictions in the majority of Area 3, due to the continued problems with William Mitchell students parking in this block; and
WHEREAS, the abutting property owners on Chatsworth Street North between Summit and Portland Avenues have submitted a petition signed by 80% of the property owners on both sides of Chatsworth Street North between Summit and Portland Avenues; and
WHEREAS, Public Works staff has investigated the basis for the petition to expand Area 3, and concluded and recommended adoption of the requested changes; now therefore, be it
RESOLVED, that the following new parking regulations shall be imposed in the residential area near the William Mitchell College of Law:
Establish No Parking, 8AM-8PM, Monday-Friday, Except by Permit, Area 3, on the following block:
Chatsworth Street North between Summit and Portland Avenues; and be it finally
RESOLVED, that the effective date of these parking regulations shall be in effect 30 days after City Council approval or as soon thereafter as signs are erected.
