Title

Setting the Solid Waste Service Fee for 2026.

Body

WHEREAS, in 2018, the City of Saint Paul initiated a system for the collection of solid waste from residential buildings with one (1) to four (4) dwelling units; and

WHEREAS, Ramsey County has authority, pursuant to Minnesota Statutes Sections §473.811 and §400.08, to collect charges for solid waste management services provided by others under contract with the County; and

WHEREAS, the City is responsible to fund its solid waste management programs; and

WHEREAS, the City desires to finance its organized solid waste management program by assessing individual property owners for the costs of the program utilizing Ramsey County’s solid waste management service charge authority under contract with the County; and

WHEREAS, the Solid Waste Service Fee covers the cost of program administration, bad debt, cart maintenance and repair, vehicle and building loan payments, and other program expenses; and

WHEREAS, a fee of $43.50 per dwelling unit per year for residential buildings with one (1) to four (4) units will allow for the proper administration of the solid waste management program in 2026; and

WHEREAS, the fee of $43.50 per dwelling unit includes the required State Solid Waste Tax; and

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2026 Solid Waste Service Fee for 2026 at $43.50 per unit per year for residential buildings with one (1) to four (4) units.

BE IT FURTHER RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2026 Solid Waste Service Fee as referenced above.

11/7/2025 2:16 AMEric Lein Against It seems unreasonable to charge an annual Service Fee for units (in a multi-unit building) that do not receive solid waste "service" because they share a trash cart with another unit at the same property. Cart-sharing households will (FINALLY!) no longer be charged for so-called "collection" of non-existent trash. Yes, their small amounts of trash will be collected, but the city will not have to account for or spend time on billings or cart-changes or vacation holds or bulky items or missed collections or damaged carts, and dozens or hundreds of already-paid-for carts will have been returned to the city for somebody else to use. Please revise language FROM a per-unit fee TO a per-cart fee.
