Waiving the 45-day notice requirement for the issuance of a Liquor Outdoor Service Area (Sidewalk) license with conditions to JKR, Inc., d/b/a Joe And Stan’s (License ID #0033570) at 949 Seventh Street West.

Body
WHEREAS, JKR, Inc. d/b/a Joe And Stan’s (License ID #0033570) applied for a Liquor Outdoor Service Area (Sidewalk) license for the premises located at 949 - 7th Street West in Saint Paul; and

WHEREAS, the licensee currently holds the following licenses: Liquor On Sale - 100 seats or less; Liquor On Sale - 2 AM Closing; a Liquor On Sale - Sunday; Entertainment A and Gambling Location; and

WHEREAS, the licensee submitted a “Good Faith” letter indicating an effort to obtain the required number of petition signatures; and

WHEREAS, the licensee was able to obtain twelve (12) out of twenty-two (22) possible petition signatures for fifty-four point fifty-four percent (54.54%) support of the issuance of a Liquor-Outdoor Service Area (Sidewalk) license; and

WHEREAS, DSI received an email from Fort Road Federation indicating no objection to waiving the 45-day waiting period in order to issue a Liquor Outdoor Service Area (Sidewalk) license; and

WHEREAS, the Department of Safety and Inspections received no other objections to the issuance of the license; and

WHEREAS, the Council finds that the application is in order and there are no grounds for denial of the license; now, therefore, be it,

RESOLVED, a Liquor Outdoor Service Area (Sidewalk) license is hereby granted with the following additional conditions to JKR, Inc. d/b/a Joe And Stan’s (License ID #0033570) for the premises located at 949 - 7th Street West in Saint Paul:

2. Sidewalk seating approved for a maximum of sixteen (16) seats.

3. Each year prior to the placement of table(s) and/or chair(s) in the public right-of-way (i.e. sidewalk) the licensee agrees to obtain a new Obstruction Permit from the Department of Public Works. Licensee agrees to maintain the sidewalk café ...
