Title

Approving the 2025 Commercial Corridor Organization Assistance Program, Citywide.

Body

WHEREAS, on December 11, 2024, the City Council of the City of Saint Paul approved the Commercial Corridor Fund; and

WHEREAS, the Commercial Corridor Fund is funded with Economic Development STAR and is financed in accordance with Minnesota Statues, Chapter 297A, authorized by the State of Minnesota, Chapter No. 375, Sec.46; and

WHEREAS, investing in and supporting commercial corridors is a key contributor to vibrant communities and positive economic outcomes, such as beautifying the streetscape to create a pleasant experience for pedestrians, thriving small businesses, creating and retaining jobs, and placemaking efforts in Saint Paul’s neighborhoods; and

WHEREAS, in 2025, the City of Saint Paul identified investments along key commercial corridors as a main priority; and

WHEREAS, the purpose of the Commercial Corridor Fund is to fund the Commercial Corridor Organization Assistance Program, and assist geographically focused organizations in furthering economic development outcomes in identified commercial corridors in the City of Saint Paul; and

WHEREAS, an eligible organization has been selected to manage funds for each of the identified commercial corridors; now therefore be it,

RESOLVED, that the City Council hereby takes the following action:

1.                     Approval of the Commercial Corridor Organization Assistance Program Guidelines; and

2.                     Authorizes the Director and staff in the Department of Planning and Economic Development (PED) to implement and administer the program according to the adopted program guidelines; and

3.                     The PED Director, staff, and legal counsel for the HRA are further directed and authorized to take all actions necessary to implement this Resolution
