Appeal of Jonathan Proctor (Holy Trinity Orthodox Church) to a Fire Certificate of Occupancy Correction Notice at 956 FOREST STREET

Purpose of Appeal: The notice (point 1) appears to require the widening of a non-used doorway, in a wall that is cinderblock and brick, for which we have no money. We do see the need to make the existing door swing out but ask that the correction be limited to that. It has passed inspection as is for 100 years, and now we have new additional egress elsewhere so major work on this door would cause financial hardship for dubious reason given the history. (We are in the process of wrapping up a major handicap accessibility project that has left us financially and logistically exhausted.)

WHEREAS, in the matter of the Appeal of Jonathan Proctor (Holy Trinity Orthodox Church) to a Fire Certificate of Occupancy Correction Notice at 956 FOREST STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal on #2 and the one-hour separation, given the occupancy load is under 12; grant the appeal on #1 provided that the door is changed to swing outward; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
