Accepting a subgrant from the American Lung Association and the United States Department of Energy and authorizing the appropriate city officials to enter into any agreements necessary.

Whereas, the City of Saint Paul is leading the Twin Cities Electric Vehicle Mobility Network (TCEVMN) project which will deliver 70 EV (electric vehicle) charging hubs across Saint Paul and Minneapolis, and each hub will provide both public EV charging and EV charging dedicated to use by an EV carshare service that will be operated by HOURCAR; and
Whereas, in collaboration with American Lung Association, Xcel Energy, HOURCAR, and East Metro Strong, with American Lung Association as the lead applicant, the City pursued federal Department of Energy funding to support the TCEVMN and also to fund an additional pilot program through which HOURCAR and Xcel will offer EV carshare within multi-family residential developments in the Twin Cities; and
Whereas, the application was successful and $6.7 million was awarded to the applicants by the Department of Energy, with the City of Saint Paul receiving a subgrant of $3,650,237 to be utilized over the next 3 years to support the TCEVMN project implementation; and
Whereas the funds will be used to purchase electric charging equipment and for project delivery and management, as described in greater detail in the attached subgrantee budget document; now, therefore be it
Resolved, that the Saint Paul City Council hereby accepts the $3,650,237 subgrant from the American Lung Association and the US Department of Energy and authorizes the appropriate city officials to enter into any agreements necessary.
