Looks like this was a Cat 1 from 1/6/12 to 1/2/12, then it was changed to a Cat 2, because it had been in the program for a year. It was changed back to a Cat 1 on 2/12/13. The TISH report reflects this. When I checked the City website VB listing 11/15/13 it showed as Cat 1.

WHEREAS, in the matter of the Appeal of Justin Appelgren to a Vacant Building Registration Renewal Notice at 921 ARMSTRONG AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council [recommendation]; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
