Affirming the Declaration of Local Emergency issued June 24, 2024, by the Mayor of Saint Paul.
Body
WHEREAS the City of Saint Paul, located within Ramsey County, Minnesota, received excessive rainfall from multiple storms, and is expected to cause major flooding in the City of Saint Paul beginning June 24, 2024, and
WHEREAS the 2024 Summer Flood event has the potential to cause a significant amount of public and private property damage as a result of rising water levels, saturated soil, and increased runoff, and,
WHEREAS the National Weather Service forecasts the Mississippi River in Saint Paul to enter major flood stage on June 24th as a direct result of these rainstorms, and,
WHEREAS the City began emergency protective measures on June 4th to mitigate flooding hazards from the Mississippi River, and the City’s resources for protective measures are now fully committed, with more rain forecasted and worsening river flooding expected, and,
WHEREAS the 2024 Summer Flood event has placed the population of Saint Paul at risk threatening critical infrastructure and essential City services, and the forecasted rainfall, severe storms, wind gusts, and risk of flash flooding will exacerbate these impacts, and,
WHEREAS the necessary resources to respond to and recover from this disaster exceed those resources available within the City, and additional resources will be needed from Ramsey County, State of Minnesota, and federal sources;
WHEREAS the Mayor of Saint Paul, Melvin Carter III, declared a local emergency effective Monday, June 24, 2024, due to rapidly rising river levels, saturated soil, and more rain forecasted both in Saint Paul and upriver, and in response to a flood warning for the City of Saint Paul, issued by the National Weather Service, and
WHEREAS, the Mayor requests the City Council of City of Saint Paul to affirm the June 24, 2024 Declaration of Emergency for the City of Saint Paul for the 2024 Summer Flood event.
