Authorizing the City to enter into an agreement with the City of Minneapolis regarding the Federal Non-Motorized Transportation Pilot Project funds.

WHEREAS the Transit for Livable Communities Board has awarded Federal Non-Motorized Transportation Pilot Project (NTP) funds for bicycle parking for the municipalities adjacent to Minneapolis to be used in 2011; and
WHEREAS the NTP allotment for the bicycle parking program for the City of Saint Paul is $25,600.00; and
WHEREAS the City of Saint Paul recognizes the importance of creating a balanced transportation system, which includes non-motorized travel modes such as bicycling; and
WHEREAS the City of Saint Paul strives to, "Create public bicycle parking facilities to increase bicycling trips citywide" (Transportation Plan Policy 3.10); and
WHEREAS the City of Minneapolis has agreed to serve as the fiscal agent for the bicycle parking program to contract for purchase of bicycle racks in order to assist in streamlining the federal funding process.
THEREFORE BE IT RESOLVED that the City of Saint Paul enter into the attached Agreement ______   with the City of Minneapolis and that the Mayor and proper city officials are authorized to execute the Agreement and any amendments to the Agreement.
