Authorizing the transfer of the Outdoor Warning Siren System Activation Equipment to Ramsey County.

Body
WHEREAS, the City of Saint Paul provides essential services for the community, including Emergency Notification and Warning through its Outdoor Warning Siren System; and
WHEREAS, the Outdoor Warning Siren System is an integral part of the overall Emergency Notification and Warning System for the City of Saint Paul and for Ramsey County; and
WHEREAS, the City of Saint Paul and Ramsey County have an established agreement and relationship for providing Emergency Communication Services through the Ramsey County Emergency Communications Center (911 Dispatch); and
WHEREAS, the Saint Paul Legislative Code, Chapter 9A, (Section 9A.02), specifies that the City of Saint Paul Department of Emergency Management shall “ensure integration of city emergency management and homeland security efforts with federal, state, and regional agencies and organizations and surrounding jurisdictions, and support regional collaboration beneficial to the city's ability to mitigate, prepare for, respond to and recover from emergencies and disasters.” and
WHEREAS, the Legislative Code further directs that the Department of Emergency Management shall “alert and notify the public of impending emergencies or disasters, maintain and operate a community warning siren system or other alert and notification systems, and provide direction and instructions to the public during emergency or disaster situations”, and
WHEREAS, The City of Saint Paul has established such a system, capable of alerting and warning the public through the Outdoor Warning Siren System and has the capacity to include the outdoor warning sirens of neighboring jurisdictions in Ramsey County, resulting in the ability to coordinate outdoor warning to a greater extent from a single activation point (Ramsey County 911 Center), and
