WHEREAS, the City of Saint Paul is committed to enhancing public safety and emergency response capabilities; and

WHEREAS, the Department of Public Safety, Emergency Communication Networks division (DPS-ECN) has made funding available through the Allied Radio Matrix for Emergency Response (ARMER) Equipment Grant Program; and

WHEREAS, the ARMER Equipment Grant Program provides $2,000,000 each year for grants to local units of government, federally recognized Tribal entities, and state agencies participating in the ARMER public safety radio communication system for the purpose of purchasing or upgrading portable radios, mobile radios, and related equipment; and

WHEREAS, the City of Saint Paul seeks to apply for, and if approved, accept a grant in the amount of $38,000 from the DPS-ECN for the purchase and upgrade of ARMER system-compatible radios and related equipment; and

WHEREAS, this project aims to enhance interoperable radio communications for First Responder support departments and allied partners, ensuring improved coordination and response during emergencies and incidents. The new portable radios will support secure and reliable communications and will be integrated into the city's existing communication framework, enhancing sustainability, deployability, and versatility; and

WHEREAS, this grant requires a match of at least five percent from non-state funds, amounting to $2,000; and the local match of $2,000 will be sourced from the City of Saint Paul’s Emergency Management Department budget; now, therefore, be it

RESOLVED, that the Saint Paul City Council hereby authorizes the Director of Emergency Management to apply for, and if approved, accept said grant and utilize funds as approved for the project herein; and be it
