Title

Pertaining to Professional Services Agreement with SEH to perform engineering services for the Hillcrest and West Side Reservoir Overflow Reconfiguration Project. 

 

Body

WHEREAS, on May 14, 2024, the Board of Water Commissioners of the City of Saint Paul approved Master Contract No. 4736 with SEH for professional engineering services; and

 

WHEREAS, Saint Paul Regional Water Services (SPRWS) owns and operates the Hillcrest and West Side ground storage reservoirs, both of which contain internal overflow piping that does not meet current EPA or State standards; and

 

WHEREAS, the U.S. Environmental Protection Agency identified deficiencies in the reservoirs’ overflow configurations during a September 2022 inspection; and

 

WHEREAS, the Recommended Standards for Water Works (2022 Edition) require external overflow structures with visible discharge and prohibit direct connections to storm sewers; and

 

WHEREAS, SPRWS has determined that modifications to the existing overflow systems are necessary to comply with regulatory requirements; and

 

WHEREAS, Short Elliott Hendrickson Inc. (SEH) has submitted a proposal dated June 2, 2026 to provide engineering design, MDH coordination, bidding support, construction administration, and construction observation services for the Hillcrest and West Side Reservoir Overflow Reconfiguration Project; now, therefore, be it

 

RESOLVED, that the Board of Water Commissioners of the City of Saint Paul hereby authorizes SEH to perform engineering services for the Hillcrest and West Side Reservoir Overflow Reconfiguration Project under Master Contract No. 4736 at a not-to-exceed cost of $114,680; and be it further

 

RESOLVED, that Saint Paul Regional Water Services staff are hereby authorized to execute any and all documents necessary to implement this authorization in accordance with the approved master contract.
