Preliminary Order setting the date of City Council public hearing for April 6, 2016 to consider approval of the improvement of Wabasha Street between Fillmore Avenue and Plato Boulevard, and approval of the costs and expenses for the annual operation and maintenance costs for above-standard lighting. In the matter of the improvement of Wabasha Street between Fillmore Ave. and Plato Blvd.
Improvements to be made as part of the project include the street with a new bituminous pavement, concrete curband gutter, ADA compliant pedestrian ramps at the intersections, new storm sewer catch basins and above-standard double-lantern style street lighting. Sidewalks will be fully reconstructed. The street will be widened approximately 12’ in order to accommodate in-street bike lanes. The centerline of the roadway will be shifted in order to accommodate potential improvements in the future as outlined in the recently adopted West Side Flats Master Plan & Development Guidelines.
The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $2,300,000.00, financed by Street Improvement Bonds, Sewer Funds and Saint Paul Regional Water Services Funds.
2. That a public hearing be had on said improvement on the 6th day of April, 2016, at 5:30 p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
