Supporting TaikoArts Midwest's General Obligation Bond Project Request.

Whereas, TaikoArts Midwest (TAM) is Minnesota’s only professional taiko drumming organization, using the art of taiko to promote health, empowerment, education, and community connection; and
Whereas, TAM is seeking General Obligation bonding general fund appropriation from the State of Minnesota to acquire, renovate, equip, and furnish property located at 449 Front Avenue in the City of St. Paul to serve as its permanent home and as a multipurpose cultural and community event space; and
Whereas, this project aligns with the City’s goals of preserving cultural heritage, increasing equitable access to the arts, and promoting economic development through creative and community-based programming; and
Whereas, TaikoArts Midwest has committed to advocating for its own legislation at the state level and does not require active lobbying support from the City’s lobbyist team, allowing City resources to focus on other priorities; and
Whereas, the City’s resolution of support will allow St. Paul to be listed as the first lien holder on the property, as required under General Obligation bonding law, and will support the organization’s ability to secure state funding;
Now, therefore, be it resolved, that the City of St. Paul hereby supports the General Obligation bonding general fund appropriation request by TaikoArts Midwest; and authorizes the City to be named as the first lien holder in support of this capital investment and
Be it further resolved, that the City acknowledges the significance of this project and its alignment with public values of equity, cultural preservation, community engagement, and economic opportunity.
