Title

Amending the financing and spending plans in the Public Works Sewer Stormwater Discharge Management Accounting Unit in the amount of $32,415 for stormwater pond sediment sampling.

Body

WHEREAS, the Public Works Sewer Stormwater Discharge Management received revenues for Monsanto Class Action Settlement in the amount of $32,415 for impacts related to management of the City’s Municipal Separate Storm Sewer System (MS4) specific to environmental impacts related to contamination from specific products; and

WHEREAS, the Public Works Sewer Stormwater Discharge Management needs and have identified the funding be directed to MS4 activities related to stormwater pond sediment sampling; and

 WHEREAS, the ability to sample and conduct analytic testing for the management of sediments derived from stormwater ponds; and

WHEREAS, the financing and spending plans for these monies has not been established; and

 

WHEREAS Mayor Carter’s Administration and the Saint Paul City Council value environmental management, infrastructure management and fiscal responsibility; and

WHEREAS, the Mayor pursuant to Section 10.7.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriations funds of $32,415 in excess of those estimated in the 2023 budget and recommends the changes to the 2023 budget described in the attached fiscal analysis; now, therefore, be it

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available appropriation funds of $32,415 in excess of those estimated in the budget; so

 

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $32,415 is available for appropriation in the Public Works Sewer Utility Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
