Proclaiming Wednesday, April 15, 2015 to be Billy Collins Day in the City of Saint Paul.

Whereas, a passionate advocate for women, children and families, Billy Collins has devoted his career to helping to make St. Paul a safe, viable place to live, learn and work, and;
Whereas, through his unwavering leadership, Billy Collins has inspired others to serve and to invest in their neighbors and community for more than 40 years, and;
Whereas, leading the YWCA St. Paul for twenty years, Billy Collins has dedicated himself to elevating others and working in partnership to address community needs, and;
Whereas, under his leadership, the YWCA St. Paul has grown from a $2 million organization to one that now invests more than $6 million annually in services for at-risk youth, homeless families, low-income job seekers and fitness members, and;
Whereas, Billy Collins' work has empowered others to acquire new skills, find their voices, improve their lives and prepare to take their place in society, and;
Therefore, be it resolved, that the members of the Saint Paul City Council, proclaim Wednesday, April 15, 2015 to be Billy Collins Day in the City of Saint Paul.
