Title

Preliminary Order setting the date of Public Hearing for January 14, 2026, to consider approval of the 2026 Wheelock/Grotto Phase II Area Paving and Lighting; and Mill and Overlay Project (Project 19277 and MO2604, Asmt 265200 and 265203).

Body

In the Matter of approving all necessary work for the 2026 Wheelock/Grotto, phase II paving and lighting and mill and overlay project, proposed improvements to be made as part of the project include constructing new bituminous surfaced streets with concrete curb and gutter, concrete driveway aprons and boulevards landscaped with sod and trees. Damaged sidewalks will be replaced as necessary. Sidewalks will be added where appropriate. The existing wood pole streetlights will be replaced with lantern style lights as part of the project. In addition, new watermain will be installed, appropriate storm and sanitary sewer repairs will be made, and storm and sanitary sewer reconnections will be made at the request of property owners.

 

Grotto St. between Lakeview and Arlington Avenue, and Orange St. between Grotto and Dale, will be milled and overlaid.

 

The Council of the City of Saint Paul, having received the report of the Mayor upon the above improvement and having considered said report, hereby resolves:

 

1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $15,500,000, financed by Saint Paul Regional Water Services, Sewer Repairs, and Street Reconstruction Bonds.

 

2. That a public hearing be had on said improvement on the 14th day of January, 2026, at 3:30 p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.

 

3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
