Title

Authorizing the Police Department to apply for the FY25 Community Policing Development Microgrants program from the US Department of Justice - Community Oriented Policing Services (COPS) Office to support scholarships for potential St. Paul Police Department recruits.

Body

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and

 

 

WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and

 

 

WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and 

 

 

WHEREAS, the Police Department would like to apply to the FY25 Community Policing Development Microgrants program from the US Department of Justice - Community Oriented Policing Services (COPS) Office, which; provides funding to local, state, tribal, and territorial law enforcement agencies to implement novel or innovative projects that work to solve problems in the agency or community; and

 

 

WHEREAS, grant funding will support select educational expenses for individuals completing license requirements with the intention of becoming St. Paul Police Officers; and

 

 

WHEREAS, the grant amount would be up to $175,000 with a grant term of 10/1/2025-9/30/2027 and the funding source for this grant is federal; and

 

 

WHEREAS, there is no required match of these funds by the City; and

 

 

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and

 

 

WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it

 

 

RESOLVED, that the Saint Paul City Council authorize the Police Department to apply for the FY25 Community Policing Development Microgrants program.
