Accepting the report of a biannual audit of the Police Department’s Body Worn Camera Program showing compliance with Minnesota Statutes.
Body
WHEREAS, the Police Department maintains a portable recording system (body worn cameras) for use in investigations, or in response to emergencies, incidents, and request for service; and
WHEREAS, Minnesota Statutes Section 13.825 sets forth the requirements governing the use of body worn camera systems; and
WHEREAS, Minnesota Statutes Section 13.825 requires that law enforcement agencies arrange for a biannual, independent audit of its body worn camera program to determine the program’s compliance with Section 13.825; and
WHEREAS, the Police Department arranged for an independent audit to be performed by Backbone Consultants; and
WHEREAS, Backbone Consultants examined 51 different control objectives to determine if the Police Department’s body worn camera program is in compliance with Minnesota Statutes Section 13.825; and
WHEREAS, Backbone Consultants examined the Police Department’s program against each of those 51 objectives and determined that the program is in complete compliance with Minnesota Statutes Section 13.825; and
WHEREAS, on November 12, 2019, Backbone Consultants produced an audit report showing the control objectives tested and the result of their testing; and
WHEREAS, Minnesota Statutes Section 13.825 requires that a copy of the report be provided to the governing body with jurisdiction over the budget of the law enforcement agency; and
WHEREAS, Police Department staff works hard to ensure the body worn camera program is in compliance with all of the requirements of Minnesota Statutes and the report shows the program is in complete compliance with Minnesota law; and
WHEREAS, the Police Department requests that the City Council accept the attached audit report; now, therefore, be it
RESOLVED, that the City Council accepts the attached audit report.
