Amending the 2026 financing and spending plans in the Fire Department in the amount of $13,000 for the 2024E Hazardous Materials Emergency Preparedness (HMEP) Grant.
Body
WHEREAS, RES 24-1477 gave the Fire Department approval to apply for the State of Minnesota's (the "State") 2024 Hazardous Materials Emergency Preparedness (HMEP) grant (the "HMEP Grant"); and
WHEREAS, in 2024, the Fire Department applied for and received the HMEP Grant of $88,944.79, which required a 20% in-kind match from the City of $18,459.16 to provide hazardous materials training for firefighters; and
WHEREAS, in 2024, RES PH 24-267 created the original budget for the project of $89,200; and
WHEREAS, in October of 2025, the Fire Department received additional funding from the HMEP Grant of $13,000 which requires a 20% in-kind match of $3,250 from the City to provide hazardous materials training for firefighters, which will be met by the City paying the salaries of the firefighters who are attending the training; and
WHEREAS, the State has presented the City with a Grant Contract Agreement, a form of which is attached to this resolution (the "Grant Agreement"); and
WHEREAS the financing and spending plans have not been established for the additional $13,000 HMEP Grant funding received; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $13,000 in excess of those estimated in the 2026 budget; and
WHEREAS, the Mayor recommends the following changes be made to the 2026 budget:

NOW, THEREFORE BE IT RESOLVED, that the Saint Paul City Council accepts the $13,000 HMEP Grant and hereby approves the changes to the 2026 budget referenced in this resolution, and furthermore approves and authorizes the appropriate City officials to enter into the Grant Agreement.
