Granting the application of Church of St. Pascal Baylon to rezone property at 470 White Bear Avenue North from H2 residential district to RM2 medium-density multiple family residential district and amending Chapter 60 of the Legislative Code pertaining to the Zoning Map.

WHEREAS, Pursuant to Minnesota Statutes § 462.357 and § 61.800 of the Legislative Code, Church of St. Pascal Baylon, in Zoning File 24-078-931, duly petitioned to rezone 470 White Bear Ave N, being legally described as vacated street accruing and the following: Lots 10 & 11 of Block 10 of Robert L. Ware’s Eastern Heights, except northern 258 feet, and Lot 10 of Block 4 of Hudson Road Gardens, PIN 28-29-22-33-0062, Rezone from H2 residential to RM2 medium-density multiple-family residential; and

WHEREAS, the Zoning Committee of the Planning Commission held a public hearing on October 3, 2024, for the purpose of considering the rezoning petition, and pursuant to §107.03 of the Administrative Code, submitted its recommendation to the Planning Commission for approval; and

WHEREAS, the Planning Commission considered the rezoning petition at its meeting held on October 11, and recommended approval to the City Council; and

WHEREAS, notice of public hearing before the City Council on said rezoning petition was duly published in the official newspaper of the City and notices were duly mailed to each owner of affected property and property situated wholly or partly within 350 feet of the property sought to be rezoned; and

WHEREAS, a public hearing before the City Council having been conducted on November 13, 2024, at which all interested parties were given an opportunity to be heard, the Council having considered all the facts and recommendations concerning the petition; and

WHEREAS, the City Council, based upon the recommendation of the Planning Commission, as substantially set forth in the commission’s resolution of recommendation No. 24-30 and the report of commission staff under Zoning...

I just moved into hamline midway being told it was a very safe neighborhood to find out safety is rapidly declining and businesses are closing due to crime left unchecked, which is directly affecting me and my neighborhood. We need better programs, not more of the ones that are directly failing wonderful communities.
12/4/2024 8:12 PMJeanne & Sue Rohland Against Do NOT allow Beacon Interfaith Housing Collaborative to open a housing program on St. Paul's East Side-especially where there will be families and young children! Beacon's Kimball Court (KC) is a disaster: Open drug use & selling on the property; 242 police calls between Jan.1-Sept. 2024; Hundreds of police calls from neighbors; Overdose deaths inside & outside KC; Gun shots, stabbings, people being beat up A September police report stated that KC is the epicenter of fentanyl use in St. Paul's western district. No one yet has tracked the number of individuals who return to drugs and prostitution due to KC's open air drug market Beacon claims this will be solved if they construct a new building near the current KC at 545 N. Snelling. Beacon is not equipped to run a housing program at KC or anywhere else! Allowing Beacon to expand to the East Side will only inflict more hurt, harm & drug use. While I support providing housing for those in need, the Housing First model, as implemented by Beacon, raises serious concerns. The mix of vulnerable families with individuals struggling with trauma, mental health issues, and addiction could create unsafe environments. Beacon's management of Kimball Court highlights their inability to ensure a safe and supportive living environment. The City Council must reconsider this project, prioritizing the safety and well-being of all community members, especially children. We need a stronger commitment from Beacon to address the challenges at their existing properties before any new developments. +1
11/27/2024 3:22 AMJulie Schramke Against As a neighbor, I am against letting Beacon Interfaith run another property until they get Kimball Court under control. The proposed building will have families as well as single people. Will narcotics be allowed, as they are at Kimball Court? Will people be allowed to deal drugs, use drugs, and leave their paraphernalia lying around, as they do at Kimball Court? Will residents be allowed to openly trade sex for drugs, as they do at Kimball Court? What plans are being made for support for the residents? Will there be 24 hour security? I used to work on the East Side. The East Side doesn’t need another Kimball Court. +2 -1
11/27/2024 3:05 AMJennifer Hadley Against Beacon has for many years mismanaged the Kimball Court property in the Hamline Midway area of St Paul and should NOT be allowed to build or manage another property where drugs are actively used. Inside the property, the living conditions are horrid, people are har***ed, abused and neglected by other tenants, drugs are dealt, and bathrooms are unsafe. Outside the property, drug users abound - Kimball Court is a magnet for struggling people who now live and use drugs all around the Midway. They leave their used syringes everywhere and their aluminum foil that's a public health hazard. PLEASE DO NOT allow Beacon to mismanage more properties, ruin more neighborhoods and put people who are struggling into bad living situations. +2

If this zoning is approved, our children WILL find used syringes, burnt aluminum foil and little blue pills strewn about the ground. They WILL see people lighting aluminum foil with a lighter, smoking drugs through a straw or shooting a syringe in their veins in their hallways, playgrounds, streets, alleys and YES, in their backyards. Some of them WILL see people die as those around them rob them and take off. Our children WILL witness fights, woman being punched and kicked by men and drug dealers armed with guns as they walk down the street to school. How do I know this? Because I see it every day, almost every hour because of the poor management from Beacon at Kimball Court. Those that use NIMBY as a defense, do not have Kimball Court (and soon Aragon) as a neighbor. Demand a better partner for supportive housing besides Beacon and don't put children in the same building as housing first. +2
