Authorizing the use of a Project Labor Agreement for a 2028 federal funded Gold Line Pedestrian Improvements Public Works project.
Body
WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File 09-584 for projects involving $250,000 or more of city funding; and
WHEREAS, the Public Works Division of Street Engineering and Construction is undertaking the following project in 2028 with a budget over $250,000:
Gold Line Pedestrian Improvements: Sidewalk construction, curb extensions, ADA upgrades, enhanced visibility crossings.
WHEREAS, Public Works sent an “Input Request: Project Labor Agreement for a 2028 Federal Funded Project” to Interested Parties on Monday, December 1, 2025, with no responses directly applicable to the 2028 Gold Line Pedestrian Improvements project; and
WHEREAS, Public Works recommends the use of a PLA for the Gold Line Pedestrian Improvements project for the following reasons:
Contracted work-stoppages could adversely affect the city and the delivery of safety and serviceability improvements.
WHEREAS, the use of a PLA will be subject to the approval of the Federal Highway Administration, where applicable; and now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby approves the use of a PLA for the Gold Line Pedestrian Improvements project.
